An expert on Russian issues has said that by evacuating Kherson, Russia is seeking to send a political message to the West for negotiations based on mutual interests.
Qasem Momeni, an expert on Russian issues, told Ilna that by evacuating Kherson, Russia is seeking to send a political message to the West for negotiations based on mutual interests.
"In general, the Ukraine case is entering a new phase, and it seems that part of this issue is due to the pressures that the Europeans have suffered in the past months", he added.
"It should be understood that the war in Ukraine has not only brought hardships to the people of this country, but Russian soldiers as well as other governments ruling Europe are going through difficult and fragile times. For this reason, I think that the recent order of the Russian President to withdraw the country's army forces from the Kherson region has several political and military aspects", he elaborated.
